Malcolm has extensive experience of the Planning and Development process.

Malcolm worked for twenty years for local planning authorities in various capacities gaining experience in processing all forms of planning application, including proposed mineral extraction and waste disposal sites. He has represented authorities at public inquiries, council committees and public meetings to defend his recommendations. As a Local Highway Authority Officer he assessed development proposals for their impact on the local highway network attending both public inquiries and informal hearings as an expert highways and transportation witness.

Before starting Hawthorn Transport Planning Malcolm had over ten years experience in some of the countries leading multi-disciplinary consultancies managing teams of engineers and delivering projects of various sizes and complexity.

As a traffic engineer and transport planner, Malcolm is responsible for preparing Transportation Assessments to support planning applications for major new developments and assessing accessibility by alternative modes of transport. His work also includes preliminary design of development site access arrangements and off site highway improvements with reference to DETR and Local Authority design guides and advice notes. This work includes junction capacity analysis and traffic impact determination utilising computer modelling and transportation software as well as preparing and presenting expert evidence at Inquiries, arbitrations and consultations. Malcolm has also completed negotiations on numerous Section 106, Section 38 and Section 278 agreements. Malcolm has also spoken at seminars and other events.



Ian Coggon

Associate

With nearly forty years experience in Local Government working for Highway Authorities, Ian is now an Associate at Hawthorn Transport Planning where he gives advice to clients in regard to planning applications and overcoming highway objections. Ian works primarily on Transport Assessments and Statements, junction modelling, Travel Plans, and design of highway schemes to support development proposals. Ian also has considerable experience in developing detailed designs for estate roads negotiating Section 38 Agreements as well as dealing with Advance Payments Code Notices. Ian has prepared and presented evidence at numerous public inquiries and informal hearings. Ian has also completed negotiations on a considerable number of Section 106, Section 111 and Section 278 agreements.


 As Principal Area Manager at Gloucestershire County Council Ian was responsible for managing a large team of engineers and technicians and deputising for the Development Co-ordination Manager. The team specialised in Section 106 and Section 278 and Section 38 Highway Agreements from inception though to adoption. Ian was also lead officer on the Councils new design guidance document, Manual for Gloucestershire Streets. Ian was also responsible for the Highway Records Team which included stopping up orders and mapping newly adopted highways.
